The watchlog shows that notifications are being sent out; in fact, your

A quick look at the log tells that Drupal is sending a lot of
notifications (like, in the thousands) on each cron job. I suspect this
is more than what the WF email server can handle.

Maybe there is a limitation in the number of emails you can send out
from WF, in which case the "Maximum number of notifications to send per
cron job" setting may help; not sure what the number should be, though.
