[haiku-web] Mailing List Etiquette published.

I kept this fairly limited for now.  In the past, there haven't been
too many incidents of personal attacks, insults, etc, so it was left
out. I figured that anyone who doesn't have the common sense to keep
such comments off a public ML wouldn't have the sense to follow an
etiquette guide.

One last note, right now I'm ignoring stylizing most of the content.
