It's probably best to start off with a base theme like Zen
(http://drupal.org/project/zen) and then customize it as necessary
(with CSS, and minor XHTML tweaks if necessary)

Those that would be interested in providing such feedback, and those
most likely to provide constructive feedback would probably be
subscribed to this list. But perhaps a short post to the general
mailing list to catch any stragglers might be in order. :)
