 Possibly an issue with newly register users trying to create tickets.

 Haven't tried myself, but the following log from #haiku explains:

 .haiku-os.org? After I log in I can't create a new ticket. I registered
 yesterday. Is this normal?

 [09:38] <umccullough> you should see a new ticket option in the bar on the
 upper right
 [09:38] <umccullough> once logged in
 [09:39] <umccullough> and there should be something at the upper right
 that says "logged in as XXX"
 [09:40] <syst3mcr4sh_> logged in as syst3mcr4sh.. I press new ticket and
 Trac gives me this output "Error: Forbidden TICKET_CREATE privileges are
 required to perform this operation"
 [09:40] <umccullough> interesting
 [09:40] <syst3mcr4sh_> tried once more right now
 [09:40] <umccullough> must be a recent change broke something
 [09:40] <umccullough> logged out and back in?
 [09:40] <syst3mcr4sh_> yeap.
