Verva, the Swedish Administrative Development Agency, has published the results from their latest survey on which CMS is better suited for use by the Swedish "24-hour authority" project, at http://www.verva.se/web/t/Page____2140.aspx

The page is in Swedish, but there is a table on the page summarizing the (weighted) results for each CMS.

EPiServer 4.51  58%
SiteVision 2.2  54%
Plone 2.1.2             45%
Sitecore 5.2    42%
Polopoly 9.3.5  26%

I'm not sure what you want to say with this. Except for Plone these are commercial products. It only shows that Plone's usability is still far from perfect (as with most open-source products...).
