No, not really. And if editing offline really is what people want to do 
then why even bother with web forms as oppose to posting by e-mail, ftp, 
etc.

Who needs them? There are tricks you can do with PageTemplates to force 
them to be cached.

But usable.

I haven't done anything with skins but my understanding is that there is a 
lot of stuff done in PageTemplates that can be done better directly in 
Python. That's usually the solution to complexity in Zope!

I am not going to fight for Plone. If you think RailFrog will suit your 
needs better then go for it. It will leave me free to concentrate on Trac.
