[haiku-i18n] Google Code In 2011 - translation tasks

We have applied for Google's Code-In 2011.  Last year we have good
success in getting much of Haiku translated into several languages
during GCI.  How is the current state of Haiku's translation tools and
such?  Is HTA still the preferred site for Haiku translation?  How's
the user guide?

If you have wiki access feel free to update that page as needed.  If
you are interested in being a GCI mentor for Haiku for a specific
language, let me know via email.  Look over what remains to be
translated for your language of interest as we will probably break the
work up into smaller pieces as we did last year to enable students to
complete the work in smaller chunks.

We find out on November 9th if we are in, but then the contest starts
on November 21, so there's only a few weeks to get things ready to go.
 Google has changed the rules a bit, one of the big changes is that we
will only be able to release tasks at the start of the contest and
then a second wave on December 16th, so we should try out best to have
everything ready to go on day 1.
