From the start page:
Subscribe to [...] the language-specific discussion list and introduce
yourself. The respective "Language Manager" will provide you with login
information for the online translation tool.
I'll add another section there for starting new translations.
Basically, on that i18n mailing list, you now discuss a language
specific translation style guide, vote on a language manager and
provide the guide for linkage from the translation site.
Then the language manager gets his account and from then on creates
translator accounts for other volunteers (probably after evaluating
their work first and another vote on the list. Specifics are up to the
language managers.).
