It's all described at http://userguide.haikuzone.net/.
Basically, now you should join haiku-i18n-fr and introduce yourself 
there. The french language manager will probably give you a few sample 
blocks for translating and their translation guide to make sure your 
translation quality and style fits into the team.
When all is well, he'll create an account for you and you can start 
translating blocks.
