We had a short discussion on that recently and I think we decided not to use too complicated a system, like opening enhancements on the bugtracker, for the time being. As long as there aren't too many people and translation projects and so on, I think posting to this list (if you don't have megabytes of images etc.) is OK. I think code patches are treated the same way on the dev list.
