[haiku-doc] Announcement: David Weizades as Aspiring Team Member

Hi guys,

I'd like to announce that David Weizades has accepted the invitation
to become an aspiring team member*.

He will now:
- help me with maintaining the documentation status page.

- be able to vouch for patches of other contributors (if he says
they're okay, I will put them into CVS).
