or in ide_adapter_init_channel() probably at ide_adapter_write_device_control(channel, ide_devctrl_bit3); 

Also check that control_block_base[n] are correct for your
case ID(PCI_vendor_VIA,PCI_device_VIA6421) as ide_adapter
offsets by 2.

Doesn't appear to be ahci related at all.
