http://prgmr.com/ has both Xen-based Virtual Private Services and dedicated servers that are quite attractively priced - the Xen servers for as little as $5 per month. I should say that I consult for them - but I was a happy customer for several years before they hired me. The owner Luke Crawford (no relation) places a high priority on customer service.
