I checked an Alpha image and appears that libiconv is not in
system/lib anymore. Only location I saw it was in
common/lib.
Maybe libiconv is linking to libiconv? Try clean system & build libiconv
without any other libiconv present in system.
You may have to rebuild subversion and any other application/library that
uses libiconv.
