IMAGE_SIZE only seems to be used by the vmware rules in
BuildVMwareImage1 in ImageRules

Yes, which is confusing as to why I always get 256.

I will try making a alpha-raw profile build and see if I get 400

but jam by itself always gets 256 for me.
