From a user perspective, for me, a "pop-up" materialized from out of nowhere, like a pop-up browser window with advertisement, bang!. A "drop-down" menu is something that's already there, the menu itself with its current setting. Clicking on it will not bang itself into existence, but gently drop down the formerly concealed menu items... :) Nevertheless, if the API and coders refer to it as pop-up we may just as well call it that in the user guide...
