As I just witnessed how Michael Pfeiffer dealt with localized documentation with BePDF (though we won't have to jump through as many hoops to provide a PDF), may I suggest to change the folder structure:

haiku/trunk/docs
             /userguide
                   /images
                      /{chapter-subfolders}    : language independent images
                   /{language}                 : one folder per language, e.g. 
"English"
                      /images                  : language specific images
                      /{chapter-subfolders}
                      *.html
              userguide.html                   : one page linking to the 
contents.hmtl
                                               : of the different translations

             /welcome
                   /images                     : language independent images
                   /{language}                 : one folder per language, e.g. 
"English"
                      /images                  : language specific images
                      *.html
                   welcome.html                : one page linking to the 
welcome.hmtl
                                               : of the different translations

            Haiku-doc.css                      : The currently named 
welcome/welcome.css
                                               : to be used for all 
documentation
