Right, in fact an application must do that, if a significant
amount of time is to be invested prior to final save, and it
doesn't have much to do with system shut down, which is far from
the most common cause of loss of unsaved work.

Ideally, there would be no need to make shutdown such a big deal.
Just have the "Shut Down ..." menu item bring up a little notice:

  Why such a big deal?
  Just turn off the power switch
   when you have finished.
