No, upgrading to Trac 0.11 will be the second step (or third) step. I
thought I would do all the improvements in one go, but if something
breaks it would be difficult to exactly pinpoint where the problem was
at. And the advantage of web apps is that you can deploy improvements
in bite-size chunks.

FYI, Trac 0.11 is not yet ready. There is a bug in Trac which lets the
webserver run out of memory. That is the reason that it is not yet
installed on the developer's site (http://trac.edgewall.org/).
