The answers regarding the question 15 may help: "From your point of view, 
please prioritise these tasks for the next versions of Haiku.
Please note that you can set each level of priority only to one task. The idea 
is to create a ranking by using each level of priority exactly once.
It is very important that you set a level of priority to every task. Otherwise 
the ranking will not be complete."
