The risk of a tooltip is especially that a first-time user, for which it is intended here, doesn't know about it and doesn't wait hovering at the correct location to actually have it displayed.
Another option might be to change the 'Apply' button to 'Test settings' or something. Wouldn't make sense for VESA in that case though.
