About the quick build attempt on ruby 1.8.7-p22, you may take a look at the patch attached to bug 2041 in the haiku bug database (http://dev.haiku-os.org/ticket/2041 ).
While I haven't seen an infinite loop like in #2041, I had some mb/wc problems with Portable.NET. I worked around them by undefining all related autoconf defines, see the port log for details. That might help for Ruby as well.
