I'm all for it.

Currently I have enough other stuff on my plate and I'm sure this would
take several hours. So I wouldn't really want to touch it ATM. But if you
adjust the coding style, I'd say just check it in(after adjusting the
coding style :-)) and add it to the Development package. Ages ago I wrote
my own Jamfile-engine for use in YellowBites' build system. It might be
interesting for reference.
