That should have been "an app_server maintained mode list" - right now, 
as you know, there is no such thing, and every accelerant has to 
reimplement the same stuff over and over.
What I tried to say is that the mode list should be inside the 
app_server. Unknown modes should be computed with the help of the GTF. 
The accelerant should be able to override modes from that list in order 
to replace troublesome modes. It should also define the limits used to 
compose that list.
