What's there to finish? Nobody disagreed, so I guess he should get
commit access.

While I have a few reservations about the direction of some of his
patches (they sometimes tend to get into the wrong details IMO), there
is nothing wrong with their quality, and I guess I can still moan on
the commit mailing list instead ;-)

Frankly speaking I wanted initially to object because of John's concentration on such "unuseful" details like "yet another keyboard layout" but after visting all his tickets with patches I give up my objections.

From the other side to prevent his effort from "blowing off" in the wrong direction we can entrust him a some "usefull" work? For example native keymap switching solution? :-)
