Here's a small patch to the time preference pane that adds a (minor,
pointless) graphical embellishment.  The second hand gains a small
counterweight, and the ticking motion is broken into an overshoot and
a correction.  At this point I'm really just poking around in the
sources to get a handle on things, but thought it might be interesting
to submit this as a patch.

If this sort of thing is acceptable, then I'd actually prefer to redo
it and change the way the hands are drawn as well.

I've not seen this in Vista, but -sorry to say this- in itself and from reading 
the description it seems like a tacky and superfluous thing to me.
