Layout support has been a must-have for ages and was annoyingly missing in
BeOS. It's definitely something that will become a public API in an early
R1.x. Adding it as a private API before R1 had the advantage, that it could
already be used for our preflets and applications, simplifying the GUI
development and also solving font sensitiveness problems as a side effect.
Admittedly it would have been better to add it even earlier.

Agreed. We need a process for future improvements/changes. We won't get
around discussing them somewhere, but maybe those discussions just need a
little bit of moderation.
