I think Tabs should be used. Layout and Font menu items could be
BMenuFields along the top of the keymap display. In fact, I think they
should be even if Keymap and Keyboard were not to be merged, to make them
more prominent, especially the Layout. Then Open and Save As could be
placed besides the Use and Revert as buttons. I would probably make those
buttons part of the respective tab. Ie, the Keyboard tab would have
"Defaults" and "Revert" while the Keymap tab had it's own "Revert". If it's
a big problem that Keymap uses so much more space than Keyboard, it could
be an option to resize the window when switching tabs, I'm not sure.
