The menu should, IMO, be split into the "application-icon-menu", and a file menu. On the other hand I have some mixed feelings towards using the application icon (maybe it's because some of the icons looks a bit "weird" in 16x16), but IMO it appearsto be a better, and more "tidy", solution than the application name.All icons should actually have a particular small version anyway which is aimed at such small resolutions like 16x16, so if the icon is made well, this shouldt be much of an issue.
