This is an excellent idea! You don't happen to have done some of this
work already have you?

Are there any formats that already exist for this sort of thing, like
something from COM or CORBA or such things with thoroughly specified
interfaces?

Though maybe just coding up something fairly simple is the easiest.
Parsing it is not really the hard part. The hard part is writing all
the descriptions, as you indicate.

But if there is some way for the various parties interested in doing
bindings to collaborate on this I think that would be good (divide and
conquer.) In addition I wonder if these descriptions could maybe also
be used for some automated testing...
