How about having an attribute for the displayed language to cache the translated app name out of a provided strings database/catkey? The attribute value could be prefixed with the locale code, say, "de_DE::", and only if it falls out of sync with the system set locale Tracker should read from said database and perhaps update the attribute.
But going multi-user this simply can't work. Better then to cache those translated names on ~/config, using a hash out of the application signature.
As for default folder names, how about not having those? Why is it important to provide a "Movies" folder?
+infinity! Just make it easy for a user to change the icon of a folder (and, by extension, of a file) and provide a sensible and broad enough default set of icons. Checking out the FreeDesktop conventions and what is provided by default on modern Windows and Mac OS X installs could provide further guidance regarding what an end user might expect to find.
This could also be done in reverse: given the user's locale, if s/he creates a folder and names it with a well-known name found on the locale database, provide it with a preset icon that's descriptive of the function and give it an attribute to let the system know that such folder is the default open/save target for file operations over that class of files.
Or by home folder creation time, create the default set of folders (with corresponding icons) using the proper locale names, but add said attributes to the folder so that Tracker and other apps understand what the folder is for.
I hope I managed to explain this well enough without resorting to examples, because I don't know that many languages to give examples for in the first place :)
