Does it really have to be 100% done just to get into our development tree?

I was under the impression that part of the entire impetus of moving
the project to a DVCS to begin with was precisely the ability to
easily work on larger features outside of the tree until they're
ready. If it were something more minor, then that's one thing, but
when a patch is making large changes to critical system components
like the app_server, then personally I'm much more inclined to err on
the side of caution than to merge it before it's done.
