Rene actually mentionned on IRC one good reason it is like it is..
when you close it (well, hide it really), it remembers its last
location for when you will reopen it.  To such a case I proposed to
only create it when first needed, then maybe keep it thereafter if
need is.  You would at least save many cases where you never actually
opened that file panel.
