For the home user, sure. For video producers, I'm positive they'll beg to differ and affirm that those attributes are incredibly useful to manage assets.
The framerate should always be 25 for PAL, ~30 for NTSC, and 24 for movies -- IMO not really interesting, although it wouldn't be too hard to be added.
