No, the ESC key only has that special drag cancelling
functionality during the mouse drag.  When you hit the key,
it cancels the window resize or move (puts window back to
the original position) and then waits for you to let go of
the mouse button.  Come to think of it, it would be useful
for dragging icons too, not just window borders.
