[haiku-development] Build (cross-)tools separately for any change in configure command?

I notice that if I run the configure command to cross-compile Haiku, if I make 
any change in the configure options, all the cross-tools rebuild from scratch.

Is this necessary?  I would think the basic tools would be the same whether I 
build with bootstrap or non-bootstrap; only the generated BuildConfig would be 
different.

I would want to build for x86_gcc2 and x86 hybrid, and x86_64, with and without 
bootstrap.

Build host would likely be FreeBSD-current amd64.
