I'm not fishing for discussion, just suggesting that keeping a
rough draft in public would be good, especially for recently
arrived developers. If there was such a thing one could point
to it when questions pop up, and have the development 
FAQ say, e.g.

Q: What is more or less agreed will change post-R1?
