Yes. CodyCam is the one (and only) application I stumbled upon that 
localizes debug info. Though I only found 8 occurances. I think running 
an app from commandline for debugging purposes is sufficiently advanced 
to make localizing these strings not necessary.
Also, if the output is used to report a bug, in order to get it in 
English, the locale prefs would have to be switched to English. Using 
an app to trigger the bug may be impossible now for the non-english 
speaking user.

Now, what about non-debug output to commandline? IMO the "--help" usage 
text could/should be localized. Not the commands/options/parameters, of 
course. ATM this is done for the GUI apps Workspaces and Pulse.
In the past it was argued that using a system remotely would then be 
difficult. Not so, if there were a cli app to switch a system to 
another language. The Locale prefs could be extended to accept 
parameters to that purpose.
