Anyway, "everybody" is "nobody". I thought, that if we want the task to be
resolved - "somebody" must be responsible for resolving it. And I just
wanted to point to the _real_ source of problems with the curent tickets
workflow. ;-) IMO, strictly designed system do most of mentioned
administrative work just by design. 

Yes, I am agree with you that periodic notifications are annoying. They
are anoying in the same way as the script that will set "stalled" flags on
tickets I own, report or keem in my CC list. ;-)
