Why not have the Installer write a just_installed file into the settings path, which will trigger a First-run setup on boot based on the settings currently in place? 


When the first time setup is complete, you remove the file and you're done.
We have to remember there are numerous settings which need configuration after most intalls: 

Time zone, keymap, and networking being primal.
