There is a good reason that Deskbar is inconsistent, it would be very
confusing for Deskbar to just say "Preferences" instead of "Deskbar
preferences" there. This is not true here.

That is one possible solution, you could access Tracker preferences from
the Preferences folder only, Deskbar as well.

My main problem with this change is timing, let's keep it how it is for A4,
then have a discussion, then make a change. Humdinger has touched upon an
issue here, clearly others have opinions too.
