Can you please retry with that and see if it gets things going? If it doesn't we'll need some more debug output for which I'd need to prepare a small debug enabled ISO for you to test. As mentioned in the added TODO we might skip this error return completely, but we shouldn't actually get this far. The PCI module at least properly detects the bridges and assigns the secondary bus numbers. The only thing "strange" about the setup is that the header type flags of some functions of the multi-function devices where the bridge resides seem bogus. They don't have the mutli-function flag set but are part of a multi-function device.
