All that r36805 did was make it such that the items are installed to
Deskbar on first boot rather than every single time. Previously it was
forcing an install on every boot, which only served to hide the bug listed
in this ticket. The bug is still there whether that changeset is reverted
or not, and needs to be found/fixed rather than hidden via workarounds.
However, this isn't so simple since it obviously isn't happening to
everyone.
