 It turned out, that when the picture is drawn with an offset and the scale
 factor is not 1, the scaled drawing offset is not taken into account.

 See r37818 "Test Draw Scaled Picture" in the result you should see a 16x16
 filled rectangle at the left top (which is shown) and at the middle top a
 8x8 filled rectangle (which is shown at the right top right now).
