 Ah, yes! Almost forgot about this ticket - it's been a while!

 I think this issue needs to be discussed with someone from the packaging-
 work team. The original idea was to make an inspector and uninstall app
 for legacy packaging, but since not many legacy packages are around
 anymore, maybe simply adding this functionality to the installator would
 be enough.

 Although I would like to consult the actual future of the PackageInstaller
 with the devs anyway.
