Cool! If that function is in place, and we find a way to make 
B_BITMAP_IS_OFFSCREEN work, overlays might not have to be used in a few 
applications (I know eXposer doesn't really need it). Or apps can benefit 
from hardware scaled bitmaps, if the overlay engine is already occupied.
