If Pennsylvania is going to assert itself as the most anti-tech state in
the union, I'll move. So far, I like this Governor less than the Last

Dear Council Member,
Last month, Governor Tom Wolf has proposed a massive Tech Tax as his
primary vehicle to balance the state’s 2017-18 budget.
If adopted, this tax will impact nearly every business in the
Commonwealth. Many business leaders will remember the last
incarnation of the Tech Tax in Pennsylvania (the Computer Services
Tax), which was adopted in 1991 and repealed six years later after
intensive lobbying from our state's technology sector.
We need your help to keep this tax in the past. You can use this
tool to reach out today.
Representing a $330 million tax increase on Pennsylvania’s
technology sector, this is highest business tax proposed this year
by Governor Wolf, exceeding even his proposed new tax on the
Marcellus shale industry.
Who Should Be Concerned?
Consumers of technology services (listed below) will face a new
sales tax of up to seven percent in Allegheny County.
These are the services that we project will face the new Tech Tax:
• Customized Software or App Development
• Modifications to Software
• Data Center / Hosting Services
• System Integration
• Help Desk Services
• Website Development and Hosting Services
• Data Storage and Retrieval Services
• Information Security or Disaster Recovery Services
• Installation and Wiring Services
• Consulting Agreements
• Software Training Services
• Costs for Marketing Computer Hardware
• Reporting Services
**This is just an initial list of services that we believe will be
taxed under the proposal. Because the Governor has not yet released
his legislative language, we believe that many additional services
may be added to this list.
WHAT CAN YOU DO TO HELP?
TODAY: We need your help in contacting legislators to urge their
opposition to the Tech Tax. You can use the Council’s advocacy tool
here to quickly and easily contact your legislator:
HILL DAYS: We will be traveling to Harrisburg on April 17th and
18th for our first set of meeting with state legislators and also on
May 9th and 10th. We are looking for CEOs and CFOs to join us on
those hill days to directly communicate our position to Pennsylvania
Senators and Representatives.
