from what I understand, the only way to do this would be to translate it 
into text.  I also understand that this is discouraged but there is a free 
utility to do it I don't know where it is though.

Hi, all.  My local library for the blind has a patron with a PC who has a
Web-Braille account but no Braille display.  A library staff member wanted
to know how the Web-Braille text could be translated into speech.  I have
