I suggest you try a program called "Winsockfix", available

I've used this program many times to fix corrupted Registry
entries which cause this problem.

interesting comments, but no solutions.  We can receive
messages, but cannot send them.  Suddenly, for no reason we
can see.

Has anyone defeated this gremlin??
