Thanks for the information.  These are things I didn't try with the
exception of control enter.

Try going to the link, holding down control, pressing enter with 
control held down, then releasing the control key.  Then hit enter on 
the link again.

or.

Tab to the link and hit enter.  When nothing happens, press alt-n to 
look at the information bar on the top of the screen.  There should 
be a few choices, including 'block content', and 'allow blocked 
content.'  Choose 'allow' and press enter.  You will be back at the 
link.  Press enter again and it should work.

Additionally.
In Internet Explorer, go to tools, internet options, security, and 
check 'allow active content'.
